CEC has an enviable reputation for quality, reliability and value, we offer a comprehensive range of civil engineering, transport planning and water management services. Founded in 1985, the company has offices in Swindon and Bristol. We help our clients to maximise the financial return on their developments whilst also reducing their costs throughout the feasibility, planning and design process. With our technically advanced and cost effective solutions, we can meet the most complex engineering, development and planning challenges.

We offer our clients a comprehensive range of Transport Planning, Water Management and Civil Engineering services. Employing only the most skilled and dynamic consultants, we provide shrewd and commercially sound advice. Our clients have access to experts in all of our services who provide support throughout the whole development project, enabling them to make confident decisions regarding their property and land portfolios.

We are instructed by companies of all sizes and types to assist with their property portfolios and land holdings. With our in-house expertise, we are able to provide comprehensive strategic advice to companies to help them maximise the profitability of their existing sites and properties. For example, we can help prevent or reduce the risk associated with flooding events, or liability claims resulting from vehicular accidents within a site. Following planning consent, we can undertake the detailed on and off-site Infrastructure Design including cut and fill analysis, vertical & horizontal highway design, adoptable & private drainage design, preparation of legal drawings for Section 38 & 104 agreements, and comprehensive Section 278 design packages.

CEC's technical staff comprise of experts in civil engineering design, transport planning and water management, all of whom are supported by skilled CAD technicians. We are also able to provide combined Flood Risk and Building Research Establishment Environmental Assessment Method (BREEAM) POL3 compliant reports. These assessments are designed both to satisfy planning requirements for flood risk and drainage and maximise credits for POL3 (Surface Water Run-off) for both residential and non-residential developments.

We believe that residential and development engineering advice should commence at the initial design stage, to enable civil engineering input into the proposed site layout plan, with particular regard to junction location, visibility splays, road alignment, finished floor levels and drainage. This allows any constraints to be identified at the planning stage, so that the scheme put forward to the Planning Authority can be constructed once planning permission is granted. Once planning permission has been granted, the developer is obliged to obtain Technical Approval from the Highway Authority and Water Authority for the adoptable highways and sewers serving the development, in order for them to be adopted under a Section 38 Agreement (highways) and Section 104 Agreement (sewers).
