Gas Safe Register is the official gas registration body for the United Kingdom, Isle of Man and Guernsey, appointed by the relevant Health and Safety Authority for each area. By law all gas engineers must be on the Gas Safe Register. PAS 2030 (Publicly Available Specification) is a standard to be adhered to if you wish to install Energy Efficiency Measures (EEM) under schemes such as ECO - this could be anything from energy efficient boilers to loft and internal/external wall insulation.
